I am not sure if it depends on your lv or unlocked factories.
in fact since lv22 ( now 26 ) with all factories and 8 balloons on boardwalk, i have allways this maximum quantities:

Why is it that after you place an item and then decided to move again it doesn't move? It's like stuck at the same place. Is there a way to move an item? If not this should be change somehow.

Try clicking on another building before you click on it again. Post in Dream City: Help Me I have a Question if you have further questions about the game.
