Complete the other goals first. The locked parts are unlocked by other goals (or just parts of them) in the set, you have to work back and forth, doing what's available, until it all comes together.

You need to finish the finger food goal and serve the mummy fingers. Once you've served all the food from that goal, it unlocks the confection lab appliance.

I thought everyone got the recipes. I'm on iOS, but I didn't think that made a difference.
