I have not maxed my levels. I am only a level 29. But I have run out of room completely. I can't expand any more. It wouldn't be hard for me to level up. I have over 300 landmark tickets maybe more. Anyone else have this issue?! I just come back to the game daily to collect my coins (over$300,000 now)and do the boardwalk.
